You can disable it and also set in 0 . You can make your internet connection  faster How doing it? Here are the simple steps

Click start button then type gpedit. msc  and open it, now a new window will open

 Then Click to Computer Configuration   then Click to Admistrative Templates 

Open the  Network folder  then go to  QoS Packet Scheduler  

After the open qos packet scheduler , then open Limit Reservable Bandwidth now new window will appear

And select  enable and bandwidth limit set in 0 %

Click ok, you are Done!
